The CA EV Mandate, approved by CARB under the Advanced Clean Cars II rule, establishes a roadmap for ensuring 100% of new cars and light trucks sold in California by 2035 are ZEVs, including plug-in hybrid electric vehicles (PHEVs). This ambitious timeline supports Governor Newsom’s Executive Order N-79-20, leading the nation and the world in ZEV sales and reducing emissions and pollution.

The CA EV Mandate addresses the primary source of air pollution (transportation sector) and global warming by promoting zero-emission vehicles. Aims to achieve a 25% reduction in smog-causing pollution from light-duty vehicles by 2037.

Targeting nearly $13 billion in cumulative avoided health impacts from 2026 through 2040, which includes:

  • Decrease in respiratory-related deaths.
  • Reduction in hospital admissions related to respiratory illnesses.
  • Fewer emergency room visits due to asthma and other respiratory conditions.

The benefits of this regulation will grow over time, leading to the following:

  • The sale of 2.9 million fewer gas-powered vehicles by 2030, and 9.5 million fewer by 2035.
  • A 50% reduction in greenhouse gas emissions from cars, pickups, and SUVs by 2040.
